Imran Khan, Tahir ul Qadri, and the ISI [Inter-Services Intelligence] are our best friends,” our weekly editorial meeting at Pakistan’s Express Tribune was (jokingly) told on Aug. 13, 2014, a day before the two political leaders began their separate long marches from Lahore to Islamabad, and plunged the country into crisis. “We know it’s not easy, but that’s the way it is — at least for now. I promise to make things better soon,” said the editor, who had called the meeting to inform us about the media group’s editorial policy during the sit-ins and protests that would eventually, momentarily paralyze the Pakistani government.

The senior editorial staff, myself included, reluctantly agreed to the orders, which came from the CEO, because our jobs were on the line. Media groups in Pakistan are family-owned and make all decisions unilaterally — regardless of whether they concern marketing and finance or editorial content and policy — advancing their personal agendas through the influential mainstream outlets at their disposal. A majority of the CEOs and media house owners are businessmen, with no background (or interest) in the ethics of journalism. The owners and publishers make it very clear to their newsrooms and staff — including the editor — that any tilt or gloss they proscribe is non-negotiable. As a result, serious concerns persist about violence against and the intimidation of members of the media. In fact, Pakistan ranks 158 out of 180 countries in the 2014 World Press Freedom Index.

Yet there is also a more elusive problem within the country’s press landscape: the collusion of Pakistan’s powerful military and the nation’s media outlets. I experienced this first-hand while I worked as a journalist at the Express Tribune during the recent protests led by Khan, the populist cricketer-turned-politician, and Qadri, a Pakistani-Canadian cleric and soapbox orator.

During this time, the owners of Pakistani media powerhouses — namely ARY News, the Express Media Group, and Dunya News — received instructions from the military establishment to support the “dissenting” leaders and their sit-ins. The military was using the media to add muscle and might to the anti-government movement in an attempt to cut Prime Minister Nawaz Sharif down to size.

The media obliged.

At the Express Media Group, anything related to Khan and Qadri were inexorably the lead stories on the front page or the hourly news bulletin. I witnessed polls showing support for Sharif being censored, while news stories on the misconduct of the protesters, along with any evidence that support among the protestors for Khan and Qadri was dwindling, were axed. While the BBC was publishing stories about how Qadri’s protesters were allegedly being paid and Dawn, the leading English-language Pakistani newspaper — and the Express Tribune’s main competitor — was writing powerful editorials about the military’s role in the political crisis, we were making sure nothing negative about them went to print.

Day after day, my national editor told me about how he received frantic telephone calls late in the evening about what the lead story should be for the next day and what angle the article should take. First, we were told to focus on Khan. “Take this as Imran’s top quote,” “This should be in the headline,” “Take a bigger picture of him” were the specific directives given by the CEO. Shortly after, the news group’s owner was agitated that the newspaper had not been focusing enough on Qadri. We later found out that the military establishment was supporting the two leaders equally and the media was expected to do the same.

In their professional capacities, the editor and desk editors tried to put up a fight: they allowed some columns against the protests slip through; they did not extend the restrictions to publish against Khan and Qadri to the Web version of the newspaper; and they encouraged reporters to focus on the paper’s strengths, such as investigative and research-based reports. However, it was difficult for the staff to keep its spirits high with the CEO’s interference and his readiness to abide by the establishment’s instructions. To be sure, the dictates were never given to the senior editorial staff, of which I was a part, directly. They were instead relayed to the editor or the national editor (who heads the main National Desk) via the CEO and then forwarded to us.

People often speculate about the media-military collusion in Pakistan, but in the instance of the current political standoff in the federal capital, as well as the Geo News controversy — where the establishment was seen resorting to extreme methods, such as forcing cable operators to suspend Geo’s transmission and impelling competing media houses to publish news stories against Geo, to curtail the broadcast of the largest and most-watched television channel for accusing then-ISI chief Zaheer-ul-Islam of being behind the gun attack on Hamid Mir, its most-popular anchor — the media and the military worked hand-in-hand.

In most cases, it is common knowledge that the heavyweight broadcast anchors have strong ties to members of the military establishment, and they personally take direct instructions that are then conveyed to the owners of their respective media groups. This bias is often reflected in their coverage.

The anchors not only indulge in inaccurate reporting, but also shape political discourse against the democratically elected government and even the efficacy of democracy itself. Former Pakistani government officials have corroborated this by narrating their experience. One senior official told me: “Television anchors receive funds from the military establishment, if not the civilian Ministry of Information and Broadcasting. Today, all the Pakistani intelligence agencies and the military have media departments that ostensibly only disseminate background information and press briefings, but are actually guiding and managing discourses and the national narrative.”

And this narrative is pro-army. Consider one example in particular.

On Aug. 31, when Khan’s and Qadri’s protesters had stormed the Parliament’s gates, Mubasher Lucman, a television anchor for ARY News — now the most-watched TV channel in Pakistan after Geo’s transmission was illegally suspended — saluted the army during a live broadcast and invited the military to take over “and save the protesters and the country.” Earlier on Aug. 25, he welcomed the “sound of boots” (a reference to the military), as he had no sympathy for corrupt politicians who looted the country.

As if this was not enough, Lucman and his fellow anchors at ARY, some of whom are known to have strong ties to the army and the ISI, also made unverified claims on live television that seven protesters had been killed by riot police in the ensuing clash. (It was reported by other news outlets that three people had died, one by accident.) Moreover, when Javed Hashmi, the estranged president of Khan’s Pakistan Tehreek-e-Insaaf (PTI) party, came out in public on Sep. 1 to reveal how Khan was banking on the military and the judiciary to end Sharif’s government, Lucman slammed Hashmi, while his fellow anchor, Fawad Chaudhry, insisted that Hashmi had been “planted in [the] PTI” by the prime minister’s closest aides.

Hashmi, who is known for his principled politics and who has been tortured and imprisoned by the military over the years, made the claims about Khan in a press conference where he revealed that: “Imran Khan said we cannot move forward without the army…He told us that he has settled all the matters; there will be elections in September.”

Soon after this, we at the Express Tribune were instructed by the military to highlight statements released by the army’s Inter-Services Public Relations office about how it was not a party to the crisis. When the military was on the defensive, issuing rebuttals to Hashmi’s “revelations,” we saw the instructions lessen and the powerful institution backing off. Yet media discourse throughout Pakistan’s history has been influenced by the military, the most powerful institution in the country, or, in a few cases, has been strong-armed and intimidated by civilian heads of state until they were ousted by the military. There is a structural bias against democratic institutions and elected officials in Pakistan, and such a discourse has the not-unintentional effect of making the military seem like a better alternative, thereby reinforcing the notion that democracy does not work.

Media owners seem to “choose” the military establishment as it has been the most potent force and the only constant in Pakistan’s polity. The institutional context of the country’s power structure and patronage politics compels organizations and individuals to be a part of the system, which begins and ends with the military and its premier intelligence agency, the ISI. Abiding by the system without asking questions is rewarded. But even in a country with a deeply problematic history, the intensity of the recent interference is shocking.

Before the current political standoff, the establishment was dictating headlines and editorial policies during Sharif’s trip to India for the inauguration of his counterpart, Narendra Modi, on May 26. While working at the Express Tribune, I was instructed to change the lead story on the Sharif-Modi meeting to give it a negative tint, concentrating on how the Indian prime minister was not welcoming as he focused on security issues. The phrase “show-cause” had to be inserted in the headline, which was a direct order from the CEO, who was getting instructions from the military.

To be sure, the Express Media Group and its staff have been attacked several times during the past year for raising sensitive issues. And here too it tried to balance the military-sponsored anti-government slant by giving room to other opinions in the form of editorials and separate stories. But it also had to survive in a system where the military dominates every aspect of public life. It is a tough choice as the military refuses to protect the country’s journalists, even as the media continues to safeguard the military’s image and ostensible apolitical status.

KARACHI: A Jang Group spokesman said on Wednesday that an advertisement headlined “For God’s sake help us dear parliamentarians” has been appearing on the front pages of The News and Jang for two consecutive days and the editorial staff of the Jang Group has also contacted the heads, other leaders, senators and MNAs of almost all the political parties requesting them to raise the issue of Geo’s closure for more than four-and-a-half months. They were also told that Rs5 billion losses have been incurred by the Group, and it is becoming impossible to pay salaries to the staff and that Geo will be shut down any day.

The spokesman said the Group has so far been paying salaries on its own but it now has no more capacity. He said we have to make payments to the banks, pay utility bills. Salaries of the staff are being delayed.

The parliamentarians were asked to form a committee to oversee and probe the issue and find out who was behind the illegal closure of Geo. The ad also mentions this, and it was also verbally conveyed that the Group can prove who is behind the closure of Geo. Written complaints were made to the Pakistan Electronic Media Regulatory Authority (Pemra), letters were written to the prime minister and information minister, and it was also conveyed verbally that the Supreme Court, Lahore High Court and Sindh High Court have termed Geo’s closure illegal and ordered its restoration but the government is powerless.

Journalists’ organisations were also approached but they also did not talk because of fear. This is a violation of the fundamental right of freedom of information. The spokesman said the Rs20 million fine was unprecedented. History has no such example. One channel was closed for a month and the other for 15 days. Pemra’s decision was ex-parte but we accepted it.

The spokesman said we (ISI) are behind this. He said army chief General Raheel Sharif, ISI chief General Zahir-ul-Islam and DG ISPR know these things. The Group and its senior editors have tried to contact them but all remained in vain and nobody listened to them. We sent messages but got no response. A letter was also written to the PM, information minister and Army Chief General Raheel Sharif.

The spokesman told Parliamentarians that if they were pro-democracy, they should have kept democracy’s respect. They have been witnessing this game for months. They should have raised it in the assemblies and formed the committee and called the responsible persons of Jang Group, ISI, ISPR, Pemra and Ministry of Information. He said the Group responsibles have proofs. The committee should have called them and asked from them what they are faced with.

The spokesman said it is said that on Tuesday when Interior Minister Chaudhry Nisar was addressing the joint parliamentary session, Nawaz Sharif asked him to mention Geo. The fact is that the government, the PM and all ministers have not enough courage to raise the issue of Geo. He said Senator Zahid mustered courage and we are thankful to him.

The spokesman said the parliamentarians ought to disprove allegations by Imran and Qadri that Parliament is a week institution. Parliament should conduct full probe and get the Geo restored. If this was not done, it would mean that Imran and Qadri had rightly said that parliamentarians are part of a failed system and are sitting in the House to save their interests. The spokesman said it will be written in history. “Though we are a private commercial Group, we have enough courage to give this statement.” You are answerable to God. If justice was not done, the Jang Group staff from all over Pakistan along with their families will stage sit-in and go on hunger strike in front of ISI office and Parliament.

The spokesman said death threats are also being hurled to some of the responsibles of the Group who are outside the country. If any loss of life occurred, Parliament will be responsible for it.

The spokesman said there are court decisions and everybody, including the government, knows what is being done with the Group. This is a big sin and grave injustice that a legal thing is not being done knowingly.

The intermediaries give us messages that we should show by doing or by refraining from doing something, then your restoration will be considered.He said the Group has proofs in which it is being said to sell 35% to 50% shares of the Group. The chief is being said to leave the Group. We will appoint chief executive and editor. Then we will see for sometime that the Group is being run rightly.

The spokesman said money is also being demanded for solution of the problem. It is being said to spend Rs200-250 million. All these things are being said through intermediaries who are authentic.

The spokesman said there is a complete story behind what is happening. This story can be told to the chief justice and judges in closed-door hearing, he said.The spokesman said international journalist organisations and world media has raised this issue. World renowned media has written that one of the reasons for civil-military tension in Pakistan is the Geo issue. It should be clear that Jang Group has repeatedly said that it not only respects but loves the Armed Forces of Pakistan. The Armed Forces have given sacrifices for the country and Jang Group is proud of those who have laid down their lives for the sake of nation.

KOHAT: Pakistan Rah-e-Haq (PRH) chairman Maulana Ibrahim Qasmi has asked the Pakistan Army to lift the ban on Geo TV and Jang Group and disperse the sit-ins staged by the Pakistan Tehreek-e-Insaf (PTI) and Pakistan Awami Tehreek (PAT).

He was speaking at the party’s convention here on Saturday. Maulana Obaidullah, Maulana Hameed, Maulana Haider Wakeel and others were also present on the occasion.

Maulana Ibrahim Qasmi said the Jang Group had been playing a historical and objective role in the field of journalism. He said the ban on Geo TV and Jang Group were unjustified and should be lifted.

Regarding the sit-ins staged by the PTI and PAT activists, he said their rallies were generating immorality and vulgarity in the country.

“The leaders of PTI and PAT should have stood by the Internally Displaced Persons (IDPs) of North Waziristan and the Pakistan Army at a time when the operation Zarb-e-Azb is still going on but they are following a foreign agenda,” he added.

He asked the federal government and Pakistan Army to remove the sit-ins forcibly if they were not ready to end protests willingly. He said that seeking resignation from the prime minister through undemocratic means was not acceptable to the nation and that’s why each and every political party was opposing them.

Four unidentified armed men set fire to the office of Worldcall, a cable television operator in Karachi, on Saturday evening, 19 July 2014 possibly for transmitting Geo News television channels.

According to media reports four armed men stormed the office located the posh Clifton locality of the city in the evening, forced employees to vacate the office and then set fire to the premise. The fire fighters rushed to the scene and managed to extinguish the fire.

In May, the industry association of cable television operators had decided to suspend transmission of Geo Television Network channels ostensibly for broadcasting blasphemous content. The television network apologised for the programme but also went to court against the decision of the cable operators. The court ruled the suspension as illegal and directed cable operators to resume transmission of Geo. Worldcall and a number of other cable networks restored transmission but many did not. The arson attack seems to be in retaliation against the the restoration of Geo Television. Worldcall again suspended transmission of Geo Television channels after the arson attack.

“Worldcall had received several threats two days before the incident, and it also informed police about it but no security stepa were taken in this regard,” said Pakistan Federal Union of Journalists President Afzal Butt. Pakistan Federal Union of Journalists (PFUJ) in a statement strongly condemned the attack and demanded that Rangers, police and law enforcement agencies personnel should trace out the culprits involved in the attack and apprehend them.

KARACHI: The Sindh High Court (SHC) on Wednesday observed that cable operators had no right to close the transmission of any channel on their own.

Hearing identical petitions filed by the Independent Media Corporation (IMC) against non-restoration of Geo News transmission after the lapse of the suspension order of Pakistan Electronic Media Regulatory Authority (Pemra), the SHC’s division bench, headed by Justice Munib Akhtar, observed that this matter was not about mere closure of the transmission of any channel but an issue of the freedom of the Press and fundamental rights.

The court directed Pemra to ensure enforcement of rights relating to the freedom of the Press and expression as it was not a matter of restoration of Geo TV transmission but enforcement of the fundamental rights and implementation of the Constitution.

Petitioner’s counsel Jam Asif Mehmood submitted in the petitions that Pemra had ordered its regional managers to restore the transmission of Geo News on June 20 after the expiry of the suspension order imposed by the regulator on Geo TV on June 6.

He said that private cable operators did not comply with the orders of Pemra, and broadcast of the Geo News remained suspended till the filing of the petition. He submitted that blocking the transmission of the Geo News was a violation of the Supreme Court and High Court’s orders that restrained Pemra and cable operators from blocking or interfering in the smooth transmission of Geo News.

The counsel submitted that Pemra had failed to take action against the cable operators who despite the complaint of the petitioner and restoration order for transmission of Geo TV did not restore the transmission on its position as it was on April 19.

To a court query as to what action had been taken for restoration of Geo News transmission, which is the most popular news channel of the country, Pemra’s counsel Kashif Hanif submitted that the media regulator had started taking action by issuing show cause notices to cable operators who were not allowing transmission of the Geo channels or changing their numbers on their network. He sought time to file comments in the matter.

Counsel of the cable operators Amjad Bukhari submitted that the matter could be resolved on the basis of the Supreme Court orders in certain proceedings and sought time to file relevant record in this regard before the court. He submitted that cable operators were not bound under the Pemra Ordinance to telecast the transmission of any channel as per their choice. The court inquired the counsel of cable operators as to how 90 percent people could access to information when cable operators shut the transmission of any TV channel, observing that cable operators had no authority to close the transmission of any channel as per their wishes.

The court observed that the freedom of Press, as an expressed fundamental right, inheres not only in the Press but also in every citizen of the country with regard to right of citizens to be properly informed as regard matters that could be of public importance or interest, whether it is local, provincial or national level.

The court observed that Article 199 empowers the high court to give such direction as deems appropriate for the enforcement of the fundamental rights and such directions could be given not merely to the State but also to any other person as in view of High Court is necessary for such enforcement.

The court observed that the question of the fundamental right of the freedom of the Press, especially in digital and internet age and with regard to the modern mean of the communication which continue to rapidly develop and evolve, the matter could not be limited to or addressed in what might be regarded as traditional modes.

The court observed that courts can and should take into account the manner the news is disseminated in the present time and how this process will develop and evolve in the future. The court observed that it seems that now most Pakistanis, primarily or exclusively, rely on their access to TV channels, including news channels, through the network run by the cable operators, therefore, the right power or ability of such operators to give access to channels on their network may well engage or raise issues of the fundamental right of the freedom of the Press.

The court was of the view that issues raised in the Geo TV petitions may to that extent and in the sense even transcend the mere enforcement of statutory enforcements even if the statute in the question is the one that provides the regulatory framework that is Pemra Act and regulation framed thereunder. The court also issued a notice to the Attorney General of Pakistan as constitutional interpretation arises in the instant matter. The counsel of the petitioner sought early hearing of the petitions as the channel could bank default due to continuous closure of the Geo TV transmission.

The court directed the counsel of the respondents to file their respective comments so that matter could be proceeded and decided on the next date of hearing that was fixed on August 6.

President of Jang Publication Employees Union CBA Shakeel Yameen, Secretary of The News Employees Union CBA Naqeebur Rehman and reporter of the Geo TV Jawad Shoaib filed the application for becoming interveners in the petitions submitting that the cable operators be directed to restore the transmission of Geo TV as thousands of employees had been affected due to the closure of the transmission of Geo TV by the cable operators. However, the court observed that the counsel for the petitioner and respondents can assist the court on similar points. Therefore, no notices were being issued unless expressly permitted or directed by the court.

Cable operators, including Skyline Cable Network (Pvt) Ltd., Mohammad Hussain of Tracks Entertainment Cable TV Network, Kazim (Acting CEO) of Media Plus Cable TV Network, Syed Imran Haider Abidi of Home Vision-1 Communication, Gufran Mujtaba of City Communication, Akhlaq Ahmed of Karachi Cable Services Cable TV Network and Mehmood Ahmed of City Cable TV Communication Network, were named as respondents in the petitions.

KARACHI: Justice Munib Akhter of division bench of the Sindh High Court on Wednesday ordered issuance of notices to Pemra and eight cable operators for illegally suspending/ shuffling the telecast of Geo News.

The notices were issued on eight petitions filed by the Independent Media Corporation. Jam Asif and Behzad Haider, advocates, on behalf of the petitioner submitted before the court that even after the lapse of suspension period of Geo News and specific direction of Pemra, these cable operators were keeping the transmission of Geo News illegally suspended/shuffled/obstructed.

The petitioner also drew the Hon’ble Court’s attention towards the illegal omission of Pemra in ensuring restoration of transmission of Geo News to its original position at which it was being shown on April 19th, 2014.

After hearing the petitioner, the Hon’ble Court was pleased to order issuance of notices to Pemra and all the eight cable operators for July 9th, 2014. During the arguments, Hon’ble Justice Munib Akhter acknowledged awareness of the problem, showed sympathy and promised to resolve it.

The petition was filed against the following cable operators: Skyline Cable Network (Pvt.) Ltd., Muhammad Hussain of Tracks Entertainment Cable TV Network, Kazim (Acting CEO) of Media Plus Cable TV Network, Syed Imran Haider Abidi of Home Vision-1 Communication, Gufran Mujtaba of City Communication, Akhlaq Ahmed of Karachi Cable Services Cable TV Network, Mehmood Ahmed of City Cable TV Communication Network, Worldcall Telecom, its chairman and CEO.

ISLAMABAD: Pakistan Federal Union of Journalists (PFUJ) has kicked off countrywide campaign against illegal closure of Geo News and hurdles in the way of supply of newspapers’ copies of Jang and The News on Saturday.

On the call of President of PFUJ Afzal Butt, Secretary Khurshid Abassi and Chairman All Pakistan Council of Press Clubs Irshad Ansari demonstrations were held and protest camps were staged outside the press clubs of Islamabad, Lahore, Karachi, Peshawar, Quetta, Gilgit, Muzaffarabad, Hyderabad, Sukkar, Larkana, Dera Ismail Khan, Gujranwala, Shiekhupura, Sargodha, Sialkot, Malkot, Multan, Okara, Abbottabad, Khanewal, Rahimyar Khan, Dera Ghazi Khan, Faisalabad, Sahiwal, Bahawalpur, Kasur, Jhang, Texila, Hassanabdal, Murree, Gujar Khan.

A protest camp was set up outside the Islamabad Press Club under the auspices of Islamabad Union of Journalists and National Press Club against the illegal ban on media which was participated by a large number of journalists of twin cities while a protest rally was also taken out to Super Market. On this occasion the participants raised slogans such as restore Geo News and ARY, ban on media not acceptable and codes of Pemra not acceptable. they also held placards inscribed with different slogans.

President of PFUJ Afzal Butt said the conspiracy to target Geo is meant to weaken and squeeze media which would not be allowed in any shape. He said, “The Pemra which is run by our taxes is busy imposing illegal and unconstitutional sanctions on us.” He said, “The PFUJ had not only carried out struggle by taking to streets but also faced lashes and imprisonments by confronting the dictators for the restoration of democracy. Today the democratic government is busy marring the freedom of expression,” he lamented.

He said those who impose bans should remember that the dictator who tried to impose curbs on November 3, 2007 is wandering today to find shelter for himself.” He said the protest campaign would be continued till the end of curbs on media.

Secretary General PFUJ Khurshid Abassi said that the punishment given by Pemra was over for a long time but despite that the transmissions of Geo News were not fully restored and such kind of tactics are not used in any part of the world.

He said not only that Geo is not fully restored but all channels of Geo family are not shown on their original numbers.

While addressing Chairman All Pakistan Council of Press Clubs Arshad Ansari said that Hamid Mir was attacked on April 19 and at first the unannounced curbs were imposed on Geo News and then through Pemra. He said the newspapers copies of Jang and The News were burnt and vehicles of Jang Group and hawkers who carried Jang and The News copies were attacked.

He said no culprit has been caught in this game since April 19. He said that on the contrary every day was being made tough for Geo. He said in this conspiracy efforts were being made to weaken and gag media and render our journalists unemployed and this would not be tolerated at any cost. He said that they demanded the government, Pemra and other institutions to stop such kind of sanctions and conspiracies forthwith otherwise we would encircle subject everyone to gherao.

President National Press Club Sheryar Khan, General Secretary RIUJ Bilal Dar, and President of RISJA Amir Butt also addressed the participants of the protest camp.

Our Peshawar Bureau adds: Like other parts of the country, the journalist community in the provincial capital staged protest and asked the authorities to lift curbs television channels to avoid more severe agitation by the media persons in the country.

The Khyber Union of Journalists (KhUJ) and Peshawar Press Club set up a protest camp outside the Peshawar Press Club on Saturday. The camp, besides others, was attended by KhUJ president Nisar Mehmood and Peshawar Press Club president Nasir Hussain.

The protesting journalists, carrying placards and banners inscribed with pro-media statements, asked the government to stop using coercive tactics against the media and journalists.

They also said that despite the decision of the Pakistan Electronic Media Regularity Authority (Pemra), the authorities concerned had yet to resume the telecast of banned channels in many areas of the province, while in some areas where the telecast of the channels has even been resumed, the cable operators have put these channels on last numbers and bad reception has marred the quality of the programmes.

They also warned that journalists across the country would be forced to take to the streets if the government did not stop using Pemra for its ulterior motives.

Our Lahore correspondent adds: Journalists at Lahore Press Club set up a protest camp on Saturday to condemn the ban on channels, under the aegis of the Pakistan Federal Union of Journalists and Council of Pakistan Press Clubs.

A number of journalists participated in the protest camp to register their condemnation of the authorities concerned for attempts to suppress the freedom of expression and fundamental rights of citizens.

Journalists raised slogans against Pakistan Electronic Media Regulatory Authority (Pemra) for victimising TV channels on flimsy charges, depriving viewers and journalists of their fundamental rights.

Speaking at the camp, senior journalists including Anjum Rasheed and Shahbaz Mian warned that attempts to stifle the voice of media would make the country the worst detention centre and bring a bad name to democracy.

They demanded Pemra evolve clear rules for punishing TV channels and desist from victimisation in the name of blasphemy and defamation of state institutions.

KARACHI: The Sindh High Court (SHC) on Wednesday issued notice to Deputy Attorney General (DAG) on petition of Independent Media Corporation (IMC) against non-restoration of Geo News transmission despite lapse of suspension order of the Pakistan Electronic Media Regulatory Authority (Pemra). The petitioner submitted that Pemra had ordered its regional managers to restore the transmission of Geo News on June 20 after the expiry of the suspension order imposed by the Pemra on Geo TV on June 6.

Petitioner counsel Saim Hashmi submitted that the respondents M/s World Call telecom, Pemra and Ministry of Information did not comply with the orders of the Pemra and broadcast of the Geo News remained suspended till filing of the petition. He submitted that blocking the transmission of the Geo News was the violation of the Supreme Court and High Court’s orders that restrained the Pemra and cable operators from blocking or interfering in the smooth transmission of the Geo News. The court was prayed to direct the respondents to restore the Geo News transmission at its position as it was on April 19, 2014 and restrain them from blocking or interfering with the transmission of the Geo News. SHC’s division bench headed by Justice Aqeel Ahmed Abbasi after preliminary hearing of the petition issued notices to the deputy attorney general for July 7.

Reporters Without Borders condemns the appalling climate of intimidation reigning in Pakistan after an attack on provincial newspaper reporter Zafar Aaheer on 31 May and several attacks on newspaper distribution trucks in the past few days.

Aaheer, who reports for the Daily Jang newspaper in Multan, in the eastern province of Punjab, was attacked on his way home by gunmen, who beat him with the butts of their pistols, causing serious injuries.

“The attacks on Aaheer and the newspaper trucks were clearly designed to intimidate media workers and deter them from doing their work,” said Benjamin Ismaïl, the head of the Reporters Without Borders Asia-Pacific desk. “Pakistan is already one of the world’s deadliest countries for journalists and these constant attacks just reinforces the feeling of danger in which they have to operate.”

The latest attacks have come at a particularly tense moment for the media, which have been the target of a major smear campaign ever since the TV news station Geo News broadcast claims by its leading anchor, Hamid Mir, that the intelligence agencies were behind a shooting attack in which he was badly injured on 19 April.

As the Daily Jang is part of the same media group as Geo News, it is also one of the main targets of the campaign of smears and intimidation. Cable TV operators briefly suspended transmission of Geo TV after receiving threatening letters and in some cases also bullets.

The masked gunmen who attacked Aaheer on 31 May, smashing the window of his car, called him an “agent of the Indians and the Jews” and said: “You have escaped earlier and now you can’t.” A threatening letter sent to Daily Jang employees on 5 May urged them to leave this “traitor” media group and demanded the closure of its Peshawar offices.

Attacks on newspaper trucks

One of the most recent attacks on newspaper distribution trucks was in Rawalpindi on 30 May, when a dozen unidentified individuals armed with pistols and Kalashnikovs intercepted a truck with copies of The News bound for Islamabad.

They told the driver to get out if he wanted to save his life. When he refused to move, they opened fire without hitting the truck and then soaked it with kerosene and set it on fire. Similar methods were used in an attack on a truck carrying hundreds of copies of the Daily Jang and The News on 25 May.

The driver of a satellite news-gathering van was attacked and tortured by three individuals on 23 May before managing to escape. They doused the vehicle with gasoline but, before they could set it on fire, police arrived and they fled shouting death threats.

A similar attack was reported on a truck carrying thousands of copies of the Jang newspaper in Karachi. The driver was not hurt.

These attacks have forced the targeted newspapers to reprint many thousands of copies.

In response to the constant threats and harassment, the lead story on Geo News and in Jang on 26 May was an apology to the intelligence agencies for their coverage of the shooting attack on Hamid Mir, which they described as “excessive, distressful and emotional.”

Pakistan is ranked 158th out of 180 countries in the 2014 Reporters Without Borders press freedom index.

New York: Pakistani authorities should conduct an efficient investigation into an attack on an editor of a local daily and ensure the assailants are held to account, the Committee to Protect Journalists said today.

Zafar Aheer, an editor of the Urdu-language Daily Jang, was returning home from work on Sunday when six armed men on two motorcycles and in a car surrounded his vehicle, news reports said. The assailants beat Aheer, confiscated his mobile phone, and fired around his car before fleeing, the reports said. The editor was bruised on his face and shoulders, according to reports.

Aheer told BBC Urdu that the assailants said those who worked for Jang group were traitors, Jews, and agents for India’s intelligence agency. He said he had received death threats recently in connection with his affiliation with the Jang media group, reports said.

Daily Jang, part of the Jang media group, is headed by Mir Shakil-ur-Rahman, who also serves as the top executive at Geo TV. Rahman’s media outlets have come under increased fire since Geo TV broadcast allegations that Pakistan’s Inter-Services Intelligence was responsible for the assassination attempt on Hamid Mir, one of its anchors. Geo has also been facing pressure from religious conservatives for airing a daytime show that clerics allege was blasphemous, according to reports.

Police said they are investigating the attack.

“How much longer do Pakistani journalists have to walk in fear that anyone with a political agenda or grudge can have them beaten or killed without consequences?” said CPJ Deputy Director Robert Mahoney. “The authorities must launch a thorough investigation into the attack on Zafar Aheer and ensure that both the assailants and those who sent them are held to account. Anything less will further endanger already vulnerable journalists, including those who work for Geo TV Network and the Jang Group.”

CPJ signed a joint letter with other press freedom and human rights groups on Thursday that called on Prime Minister Nawaz Sharif to follow through on commitments he made to CPJ in March to address anti-press violence.
