QUETTA: No law in the country explicitly deals with safety of journalists whereas such laws exist in countries like Mexico where special prosecutors are appointed to pursue the cases of slain journalists and provide legal assistance to media workers facing threats, according to experts.

At a seminar organised by the Pakistan Coalition on Media Safety here on Saturday Adnan Rehmat and Iqbal Khattak, representatives of the advocacy group, said a study had revealed that of the 622 journalists killed across the world between 2002 and 2014, as many as 110 belonged to Pakistan. Even then no effort was made to enact a law to deal with the matter.

They said the government had no mechanism to help it implement the UN Action Plan for Safety of Journalists.

They said media organisations had not adopted adequate security strategies, protocols and procedures to reduce the risks to which journalists were exposed.

They advised journalists to motivate legislators, political parties and parliamentary committees to introduce laws on safety of journalists.

Balochistan Minister for Information Abdul Raheem Ziaratwal said militant groups and criminal mafias which came into existence because of the Afghan war were involved in targeted killing of journalists.

Tahir Hussain of the Human Rights Commission of Pakistan said FIRs were registered under anti-terrorism laws against some Quetta journalists during the tenure of the previous provincial government and alleged that the present government was reluctant to withdraw the cases.

The senior vice-president of the Pakistan Federal Union of Journalists, Saleem Shahid, said a majority of journalists killed in the country belonged to Baloch­istan but their employers did not even bother to pay compensation to their families.

Pakistan Press Foundation’s (PPF) Secretary-General Owais Aslam Ali said on Sunday that over 50 journalists had become victim of targeted killings in recent years in Pakistan and there was always lack of proper investigation in our society when it came to investigating murder of a journalist.

“Only two out of 50 murder cases of journalists could be resolved in recent years in the country,” he said while speaking at the concluding session of a four-day workshop titled “Safety and Security Training for Journalists”, organized by PPF in collaboration with Free Press Unlimited at a local hotel.

PPF’s chief consultant Kamila Marvi said: “Women in the field of journalism have more exposure to society, as they have to work in the field where they face more sexual harassments.”

A representative of Hyderabad Press Club, Faheem Siddiqui, suggested that a committee comprising at least two female should be formed in every press club to tackle issues of sexual harassment, where every female journalist should report in case she faced any such problem.

Citizens-Police Liaison Committee’s (CPLC) Assistant Chief Shabbar Malik said: “We should never take a threat as a joke because it could be very dangerous to us. Such a threat should immediately be reported to a nearby police station and you should get information about the criminals who are threatening you by getting help from intelligence agencies or CPLC.”

Clinical psychologist belonging to Karwan-e-Hayat, Muhammed Idrees, said that sparing time from one’s busy and strenuous life to enjoy with family and friends was highly important for the refreshment of mind.

He said life is so busy these days that people usually do not get time to improve their mental health which could result in a mental disorder. “There are many ways to get relief or minimise your mental stress and these include exercise, listing your problems and find their solutions.”

Criticising the media for highlighting severe injuries cases, Idrees said that such exposures could lead to anxiety and depression in the society.

Bytes for All’s Manager (Research), Faheem Zafar, said that leaving digital equipments unsecured, specially mobile phone, was the most vulnerable device as it could be easily traced and through which your complete information could be looked into.

“Journalists are the mirror of society and they have to tell the truth, so there could be many possible enemies who could penetrate their digital accounts to get their personal information and misuse that,” he observed.

Zafar said there are several software and applications which could help encounter cyber threats, such as Spybot. This software could help in leaving no trace to be located by others, while Firewall would tell you what is entering your computer and what is going out of it without getting notice of it,” he added.

He said Chrome and Firefox are reliable browsers, therefore, using Internet Explorer should be avoided, while in e-mail services Hotmail and Yahoo are the most vulnerable services, although Gmail is relevantly better. The manager said opening website with writing https in browser is more secure rather than http which is insecure.

A trainer of Bytes for All, Farhan Hussain, said Facebook privacy settings must be checked from time to time as they very often change it without giving any notification, expose your private things and posts.

“In case there is a threat from cyber crimes to you or somebody is bothering you on mobile, which is usually faced by females, then FIA could be contacted as they have a cyber wing to deal with these kinds of troubles which is very effective and efficient,” he said.

A former master trainer and commandant of Federal Civil Defence Training School (FCDTS), Sarfaraz Ahmed Jafri, said: “Readiness of mind has a key importance for a person at the time of emergency or disaster to apply safety measures and rescue his own life and, if gets chance, others, as well.”

He said there was no alternative for a human life, therefore, it was always necessary to save it first. “Disaster or emergency mostly occur suddenly so, one should always be prepared for that and keep a first aid kit with him at home and while travelling away.”

Jafri said at the time of emergency one is required to check ABC (airway, breathing and circulation) of the victim. “Apply direct pressure to the wound and wash it thoroughly, however if something for example shrapnel or bullet shell penetrates body, it should not be pulled out because bleeding would be uncontrollable if it was pulled out.”

Senior trainer, Sub-Inspector Gul Awan said nobody should come closer to the crime scene or try to touch things around but law-enforcement agencies, because everything, if placed as it was right after the crime, could tell about the criminals through forensic evidences, and the threat of a secondary blast was always looming there. You may cover it closely after the police had completed their investigation.

“Always keep a way out first in your mind before entering any mobbed area. Do not try to run during crossfire but take shelter behind something solid or lay down straight because it is difficult for targeting a person lying down from a distance,” he said.

A DSP, on the occasion, said law-making was direly needed in the society as we were still following slavery-era law (British) in which direct FIR was reported without prior investigation which meant that now the accused could only get bail through court.

Principal of Police Training College, SP Javed, lauded the initiative taken by PPF for educating journalists about crime scene.

The lack of justice in hundreds of murders of journalists around the world is one of the greatest threats to press freedom today. While international attention to the issue has grown over the past decade, there has been little progress in bringing down rates of impunity. States will have to demonstrate far more political will to implement international commitments to make an impact on the high rates of targeted violence that journalists routinely face.

A special report by the Committee to Protect Journalists:

1. What Does Impunity Mean?

It isn’t just one story that ends with a journalist’s death; a climate of intimidation builds. If no one is punished, killers are emboldened, and violence repeats. Journalists have no choice but to censor themselves or even flee into exile. Targeted attacks on the media have kept the world from understanding the full dimension of violence in Syria, drug trafficking in Mexico, militant influence in Pakistan, and corruption in Russia.

2. Measuring Progress Against Stubborn Reality

International recognition of impunity as a global problem, including by the United Nations, is an important step. But outside of political corridors, progress is spotty; impunity rates have risen steadily over the past decade in most countries. One encouraging sign: convictions in journalist murders have been edging higher. One country, Colombia, embodies hope, but also shows the long road that must be traveled to reach justice.

3. Where Impunity Thrives

There are many ways that widespread, enduring impunity takes hold when it comes to attacks on journalists. In some cases, it is a lack of political will. In others, conflict or weak law enforcement keeps justice at bay. In most situations, it is a combination of these factors. Examining the environments in which impunity thrives is the first step to ending it.

4. Steps That Work and Those That Don’t

Years of intensive advocacy by press freedom groups, human rights organizations, and journalists have prompted some governments to pledge to fight anti-press violence. But many have failed to take action. Others have enacted legislation, created task forces, or appointed special prosecutors and commissions, with varying degrees of success. Some of these initiatives have led to progress; some were well conceived but poorly resourced; some appear to be little more than a means to deflect criticism.

5. Building Pressure, Enforcing Compliance

The United Nations has adopted resolutions addressing impunity and journalists’ safety and launched a plan of action. The plan is taking root in a couple of countries identified for early implementation—namely, Pakistan and Nepal—but has utterly failed in Iraq. To maintain momentum globally, U.N. agencies must increase engagement. Another tool gaining small ground in the fight against impunity is the network of regional courts, but their judgments are often flouted.

Conclusion

The fight against impunity in the killing of journalists has reached an important juncture, where modest gains could give way to complacency. Efforts by relatives and colleagues, sustained media attention, diplomatic pressure, and litigation have pushed justice forward in rare cases. There are more steps governments can take, including moving trial venues, improving witness protection, reforming judiciaries, and creating independent bodies to scrutinize flawed investigations. Some solutions require extensive resources, but others do not. Meeting U.N. obligations to combat impunity must be paramount.

QUETTA: Journalists made a human-chain outside Balochistan High Court and Balochistan Assembly to mourn the killing of their colleagues on Monday evening.

The media representatives were carrying placards and banners inscribed with slogans demanding the arrest of perpetrators of journalists’ killings in Balochistan, Pakistan’s southwestern province.

Last month, armed men had barged into the Online news agency’s office and killed all three newsmen in Kabir Building area of Jinnah road Quetta. The incident sparked severe criticism of law enforcement agencies in the provincial capital.

Balochistan is considered to be one of the most sensitive areas for journalists. According to BUJ, during the last seven years, nearly 40 journalists have been killed in different incidents with the killers still at large.

The provincial government had announced the formation of a judicial commission six months back, but the judge probing the murder of journalists is yet to be nominated.

In today’s rally, the journalists chanted full-throated slogans “stop killing journalists they are your voice”, “long live freedom of expression” and “we want justice” among others.

“We will intensify our protest for the protection of journalists in Balochistan,” President Pakistan Federal Union of Journalists (PFUJ), Afzal Butt said while taking part in the demonstration.

Members of Balochistan Union of Journalists (BUJ), Hawkers community and the Quetta Press Club participated in the protest rally that turned into a human-chain in the high security zone of the city.

The journalist community has been protesting against the cold blooded murder of three colleagues in Quetta for the last fifteen days. “Journalists are in the line of fire in this part of the country,” Afzal Butt said.

The journalists demanded of the Balochistan government to step up efforts for the formation of a judicial commission to probe into the killings.

“We have lost around 40 colleagues during last seven years,” Irfan Saeed, the President BUJ lamented during the protest demonstration.

The journalists urged upon provincial and federal governments to ensure protection of the media men working in Balochistan and arrest those involved in the killings.

Pakistan is ranked as the world’s most dangerous country for journalists and reporters by rights groups and watchdogs.

According to Reporters Without Borders (RSF), seven reporters lost their lives in the line of duty in 2013 in the country.

Placing Pakistan as the 158th country out of 180 on its Press Freedom Index, a report by the RSF had noted earlier this year: “The government appears powerless in the Taliban… and the military establishment, which is known as a ‘state within a state’ among many international observers.”

QUETTA: Journalists will march towards Balochistan if the killers of martyred journalists of Quetta were not traced, threatened President Pakistan Federal Union of Journalists (PFUJ) Afzal Butt while lighting candles in the memory of martyred journalists Irshad mastoid, Abdur Rasool and Muhammad Yunus in front of the Press Club Sunday evening.

“There are delaying tactics in the arrest of killers of these journalists. The PFUJ is planning protest in Quetta. If their killers are not arrested within one week ‘chalo chalo Balochistan ki taraf chalo” movement would be launched in which journalists from all over the country would participate and stage sit-ins till the arrest of killers.”

He said the PFUJ had staged dharnas in front of four provincial assemblies and the National Assembly a few months ago. “Our biggest demand is security for all media group offices and journalists should be given security forces protocol on their martyrdom.”

He said the speaker National Assembly and the chief ministers of four provinces had promised the protesting journalists to security and payment of compensation to their relatives on the pattern of the security forces relatives.

“We are tired of lifting the bodies of our colleagues; target killing of Irshad Mastoi and his colleagues is a big tragedy. The federal and provincial governments are responsible for it,” Afzal Butt said.

President PFUJ would lead a protest rally here on Monday (today). The rally would originate from press club and reach in front of Balochistan Assembly Secretariat where a human chain would be formed. Political parties, civil society representatives and journalists have been requested to participate.

QUETTA: Balochistan Union of Journalist (BUJ) on Thursday held a hunger strike camp outside the Balochistan Assembly to protest against the killing of journalists, attack on media houses and other issues.

President BUJ Irfan Saeed, President Quetta Press Club Raza-ur-Rehman, Central leaders of Federal Union of Journalists including Saleem Shahid and Shehzada Zulfiqar remained in the hunger strike camp. Besides, a large number of journalists from all electronic and print media organizations participated in the camp.

Chief Minister Balochistan, Dr Abdul Malik Baloch, MPAs, representatives of lawyers’ fraternity, leaders of various political parties and the members of civil society visited the camp to express solidarity with the media fraternity.

Balochistan Union of Journalists had announced ten days’ mourning following the killing of its General Secretary Irshad Mastoi, trainee reporter Rasool and media worker Mohammad Younus.

Hunger strike camp is part of activities decided in the executive body of the BUJ to lodge protest and press the government for the arrest of the perpetrators and provision of security to the media fraternity.—APP

QUETTA: Balochistan National Party (Mengal) staged a protest demonstration outside Quetta Press Club on Wednesday against the targeted killing of journalists and an alleged operation in Gomazi area of Turbat.

The protestors were holding banners and placards in their hands inscribed with various slogans.

Addressing the protestors, Agha Hassain Baloch, Akhter Hussein Langove, Ghulam Nabi Marri and others said that force was used to suppress the voices raised for the achievements of the rights and the clear exhibition of this was the use of force in Gomazi area of Turbat. They said that as many as thirteen Baloch political activists have been killed during this operation.

They said that on one hand the rulers sit on talk shows and claim that no force was used in Balochistan and on the other hand force was used in the Chief Minsiter’s own constituency.

They said that in complete denial of their rights, “favourite persons were handed over the government through fake mandates and a massive rigging” and added that the religious extremism is being deliberately promoted to sabotage the national cause in Balochistan.

They said that the Zikri Baloch were also killed in this regard to give the impression that the Baloch people are extremists, adding that but the fact is otherwise as Baloch are democratic and liberal people with a history of thousands of years.

They also regretted the killing of journalist Irashad Mastoi, Ghulam Rasool and accountant Muhammad Younas.

They said that if the federal government had acted upon the six points Akhter Mengal provided, the situation would have been far better in Balochistan.

KARACHI: The Karachi Union of Journalists has expressed regrets over the killing of journalists during the Israeli offensive in Gaza.

At its executive council meeting on Thursday, KUJ President G. M. Jamali, General Secretary Wajid Raza Isfahani and Vice President Zaheer Ahmed Khan expressed solidarity with the Palestinians and offered prayers for the civilian casualties in Gaza, as well as of journalists who lost their lives during the siege.

The meeting decided to start work, as soon as possible, on the proposed apartment complex for journalists.

KARACHI: The Sindh High Court (SHC) has granted time to the assistant prosecutor-general till May 26 to file comments regarding alleged delays in the murder trial of US journalist Daniel Pearl against a suspect, who is detained since 2010.

This is the second such case to have emerged in recent days. Last month, another suspect, identified as Muhammad Ibrahim, had pleaded to the high court to transfer the proceedings from Hyderabad’s anti-terrorism court to Karachi due to alleged delays in the trial.

Pearl, the South Asia Bureau chief at the Wall Street Journal, was abducted and killed in Karachi on January 23, 2002. A special anti-terrorism court had awarded death sentence to the mastermind, Ahmed Omer Sheikh, while the co-accused, Salman Saqib, Fahad Naseem and Shaikh Adil, were handed life imprisonment in 2002, after it found them guilty of kidnapping and beheading the foreign journalist.

Muhammad Hashim, who was declared as absconder by the trial court, has approached the high court against delays in the trial proceedings against him. Advocate Syed Mehmood Alam Rizvi told the judges that Hashim was arrested in September 2005, but the law enforcers had only declared his arrest after a prolonged illegal detention.

He said the judge of the anti-terrorism court at Hyderabad, where the trial is pending, has been transferred and replaced by Judge Abdul Ghafoor Memon, in whom the prosecution had previously expressed no confidence in 2002. He contended that trial against Hashim had not proceeded for the last few years despite the fact that the charges against him were framed on March 20, 2012. The trial court has only examined eight prosecution witnesses till April 9, 2013.

Advocate Rizvi said that the trial has again come to a halt, while his client’s health is deteriorating with each passing day. The court was pleaded to transfer the case to any ATC in Karachi and issue directives to the incumbent judge to conclude the proceedings within a week, as prescribed under the anti-terror law.

On April 29, the bench had issued notices to the prosecutor-general Sindh to file comments on the application. On Monday, assistant PG Muntazir Mehdi requested for more time to file comments.

LAHORE: The final day of the three-day-long All Pakistan Women Journalists Convention (APWJC) drew to a close on Sunday with a declaration, authored by the Pakistan Federal Union of Journalists (PFUJ), on the rights of female and male journalists in the country.

Addressing a gathering of woman journalists and anchors here at the Lahore Press Club, the PFUJ board members announced the declaration, written after two days of APWJC sessions at a local hotel and parallel PFUJ sessions at the press club.

The declaration, on behalf of the PFUJ and participating journalists, condemns the attacks on media persons and cameramen in Pakistan. It calls for special security measures to protect journalists reporting in Khyber-Pakhtunkhwa, the Federally Administered Tribal Areas (Fata), Balochistan and Karachi. It also condemns infighting between media outlets and notes the killing of 134 journalists in Pakistan since 1992. The declaration demands of media outlets to ensure that economic rights of employees, including decent wages and insurance cover, are respected, compensation to employees including cameramen and reporters in case of injuries is paid, insurance of cameras belonging to Pakistani cameramen is guaranteed. Other demands include complete freedom of speech for all Pakistani journalists, withdrawal of criminal charges levelled against Baloch journalists, implementation of the 8th Wage Board Award for newspaper workers, trade unions in media outlets, endowment fund for all Pakistani journalists and media workers, and investigation into the verbal and written death threats facing Pakistani journalists.

Another session titled ‘Women Journalists’ Role in Trade Unions and Press Clubs’ was held with PFUJ President Afzal Butt in the chair, under the auspices of the APWJC. A large number of journalists participated in the session.

Afzal Butt told the gathering that he would move a constitutional amendment in the National Press Club, Islamabad, to reserve four senior seats in the press council for woman journalists. These include the post of vice-president, assistant secretary general, and two positions in the governing body.

Butt said the country was passing through a critical phase currently. He said the journalist bodies were making all-out efforts for winning rights for the print and electronic media workers and getting their jobs regularised. He said he was really happy to see such a large number of woman journalists at the convention. He promised that today’s demands would be made part of the PFUJ charter.

Afzal Butt suggested forming harassment committees in all media organisations, offices and press clubs. He said separate committees would be set up in offices and CBA. After consultation with press club governing bodies, committees would be formed and more women would be given representation in those committees.

He mentioned the incident of a female anchor whose salary was reduced by a television channel when she availed leave after the death of her husband. He condemned this kind of inconsiderate attitude of the male bosses in the media outlets.

Afzal Butt said that despite a severe shortage of funds, the convention was organised successfully and at least Rs 60-70 lakh were spent on the event. He praised the LPC for hosting such a historic event.

The PFUJ president also praised Human Rights Commission of Pakistan (HRCP) senior member Hussain Naqi for contributing towards the fight for press freedom in the country. Lahore Press Club President Arshad Ansari said it was heartening to note that the first woman journalists’ convention was being held in Lahore. He said such a large number of journalists had never gathered at one place in the history of Pakistan. He termed Saturday’s rally historic. He said the rally footage in TV bulletins showed participation of such a large number of journalists as if a big political party had been holding a rally. He said the journalists bodies were not fighting for any particular media organisation but for the rights of all journalists and media workers. He said that clean and good journalism was directly linked to the economic prosperity of journalists.

Arshad Ansari said that during 2012, the largest number of woman journalists were given LPC membership, which was a historic event.

The woman journalists congratulated the PFUJ for addressing the concerns of women in the media and hosting the first convention for them. The PFUJ former vice president and board member, Fauzia Rana, expressed her hope for an effective implementation of the recommendations regarding working woman journalists in Pakistan. Shazia Mansoor, a female anchorperson who was barred from attending the convention by her bureau chief, attended Sunday’s session and said all woman journalists must assert themselves both within and outside their offices.

Friedrich Naumann Foundation representative Dr Almut Besold said the world was aware of the problems facing Pakistan currently. She said Pakistani journalists’ sacrifices for freedom of press were commendable.

LPC Joint Secretary Farzana Chaudhry said on the occasion women journalists should gather courage and raise their voice for their rights. She said women’s representation in press clubs and journalist bodies was a welcome sign. However, women should not be restricted to only reserved seats and they should be encouraged to contest on open seats. Farzana said woman journalists should also contest for press club president and secretary seats and they should be provided better opportunities in this regard.

Prominent personalities attending Sunday’s session included PFUJ General Secretary Khurshid Abbasi, LPC General Secretary Shahbaz Mian, Karachi Press Club President Imtiaz Ahmed Faraan, All Pakistan Newspaper Employees Confederation (APNEC) Chairman Shafi Uddin Ashraf, senior journalists Nasira Zubairi, Farida Hafeez and Muhammad Saleem Chaudhry, Balochistan Union of Journalists President Irfan Saeed, and Punjab Union of Journalists President Waseem Farooq. Visiting female journalist delegations departed for their cities after the conference programme concluded.

Later, prominent journalists were given awards for their services. Senior journalist Hussain Naqi distributed shields among media persons.
