ISLAMABAD: The All Pakistan Newspapers Society (APNS) has expressed its grave concern over the government’s decision to form a “content committee” for prior approval of all advertisements to be released to media.

In a statement, the APNS has “deplored” that Federal Minister for Information Fawad Chaudhry has formed the committee “headed by himself” to monitor and approve “release of advertisements by the provincial and federal governments”.

“The APNS considers this as a surgical strike which would perish the independence and viability of media and would be used as a lever to curb press freedom in the country,” says the statement. “The action is contrary to the assurances of the Pakistan Tehreek-i-Insaf (PTI) government for not only upholding press freedoms but also on devolution of power to provincial and district level.”

The APNS regrets that through this action, the federal government has initiated “a policy to control print and electronic media” through over centralisation of advertisements which is the backbone of the media’s economy.

“The APNS believes that this is actually an encroachment on the powers vested in the provinces under the constitution,” it says, adding that the APNS has questioned the intention of the federal government as to whether it actually believes in devolution of power or not.

“The APNS is of the considered view that only a financially and vibrant media can perform the role of a free and objective watchdog of the interests of the people and safeguard democratic norms in the country,” it says.

It says that ever since the induction of the PTI government, the quantum of the advertisements released by the federal and provincial governments has drastically declined, causing acute financial crunch and dent to the economy of newspapers, particularly the regional and smaller press.

PRESS freedom cannot be gauged by body bags alone. If it was, Pakistan would rank among the comparatively safer countries in the world for journalists today. According to the Committee to Protect Journalists, a total of 15 media workers were killed in this country during 2010 and 2011 for reasons confirmed as being related to their work; more recently, from 2015 onwards, ‘only’ four have lost their lives on account of their profession. But as most journalists in Pakistan will vouch, a reduction in deadly violence of the kind that has killed at least 57 media persons in this country since 2000, does not mean an absence of violence. The CPJ’s latest report explores the evolving media landscape in Pakistan where practitioners of this essential pillar of democracy are being silenced through more insidious ways as well as through direct acts of intimidation. Indeed, it can be argued that the number of fatalities has dropped in part because these tactics are working.

To put it another way, self-censorship has become the means to self-preservation. The report cites several examples to illustrate the oppressive environment in which journalists are working, and the impunity enjoyed by those determined to crush dissent and impose a one-dimensional narrative in the public domain. Recalcitrant journalists are picked up, beaten, abducted, arrested on flimsy pretexts, charged with terrorism, etc. Some are maligned as anti-state, an allegation calculated to provoke violence against them, or at the very least destroy their credibility. Editors are ‘advised’ to refrain from covering certain issues, or to do so with a particular slant. Resistance is met with strong-arm measures to disrupt circulation and limit viewership. No one, at least in public, dares name the perpetrators; and no one is held accountable. It does not help that the red lines are growing increasingly blurred as ‘national interest’ becomes ever more loosely defined, subject to the needs of the moment. The PTI, now that it is in government, must honour its pre-election pledge to uphold constitutional rights, including the right to freedom of the press. Lifting censorship from state-run media was commendable, but it should also address the censorship that is throttling private media. As suggested in the CPJ report, journalist safety legislation must be urgently enacted and the perpetrators of violence brought to account. The new government can do much to assert its democratic credentials by ensuring that the open season on journalists comes to an end.

Dear President Johannis,

The undersigned members of IFEX, the global network promoting and defending freedom of expression worldwide, express their profound concern over the surveillance operations recently conducted by unknown persons against a prominent journalist in Romania. We express our hope that Romanian authorities will launch an official investigation into this case, and identify and punish the perpetrators of this serious attack on press freedom and democracy.

Investigative journalist Cătălin Tolontan was targeted by a spying operation on the night of 24 to 25 November, after the team of journalists he leads published several investigations about the responsibility of the authorities (The General Inspectorate for Emergency Situations – GIES) in the incident at the Colectiv club, the tragedy in which 60 people died on the 30th of October.

We are concerned that this spying operation may have been conducted by one of the many active intelligence structures in Romania, structures operating with little to no public oversight. The continued legacy of the communist-era Securitate has left Romania with the the highest number of intelligence agents per capita, under the employment of six different agencies. Private entities are also widely believed to have extensive spying operations associated with corruption and organised crime.

This is not the first time surveillance operations exposed have targeted journalists in Romania. The Romanian Intelligence Service (SRI) has previously admitted infiltrating undercover agents in the newsrooms in 2012, and in September 2014, a well-known journalist disclosed himself as an undercover agent of an intelligence service.

This culture of surveillance gravely endangers investigative journalism in Romania, a crucial component of democratic society that has almost disappeared in mainstream Romanian media. In the wake of the Colectiv tragedy, Romanian citizens are demanding accountable and transparent governance. A press free of the chilling and silencing effects of this kind of surveillance is critical to seeing that demand fulfilled.

We call for an immediate, thorough and impartial investigation of this incident to discourage similar incidents in the future, and believe it would constitute an important step towards demonstrating that the call for accountability from the Romanian people is being heard.

Asif Ali Zardari was addressing members of the delegation of the Sarhad Chamber of Commerce and Industry (SCCI), during which he commented on the role of journalists in Pakistan. The president and the PPP-led federal government had come under growing criticism by most of the media due to their handling of the situation in the wake of Mumbai attacks.The government then deniedthat the president ever said such words and has reiterated how the elected civilian government is committed to press freedom and the welfare of journalists. The journalist who wrote the piece stood by his story.
Undoubtedly, Pakistan is an extremely challenging environment for journalists to work in. The rising violence and threat to journalists’ personal safety undermines whatever little press freedomis allowed by the country’s many power centers. Insecure and authoritarian governments, as has mostly been the case in Pakistan’s six-decade history, are wary of a vocal and critical press.

KARACHI: A free press may be biased or unbiased but a press which is not free can never be unbiased, said Dr Riaz Shaikh, the dean of faculty of social sciences at the Shaheed Zulfikar Ali Bhutto Institute of Science and Technology (Szabist).

He was addressing the launch of Dr Tauseef Ahmed Khan’s thesis-turned-book at the Karachi Press Club on Friday. Shaikh said that the book, titled ‘Azaadi-e-Sahafat ki jiddo jehad, akhbari tanzeemon ka kirdar’ (Struggle for the Freedom of Press and the Role of Newspaper Organisations), focuses on the struggles for press freedom in different eras.

“Khan’s book is an addition to Urdu literature and Urdu journalism in Pakistan,” he said.

According to Shaikh the book is a comparative study of the four different unions of journalists in Pakistan. He said that a close study of the book helps one understand the differences in the motives of the All Pakistan Newspaper Society (APNS), Council of Pakistan Newspaper Editors (CPNE), Pakistan Federal Union of Journalists (PFUJ) and All Pakistan Newspapers Employees Confederation (APNEC).

“Actually, the book is the ideological debate on the civil and military rule that defines the roles of these unions in each era,” he said. “It shows how the APNS and CPNE have only worked for the freedom of press in civilian governments. In contrast, APNEC and PFUJ have been working for the sake of press freedom since their inception regardless of a military regime or a civilian government.”

Speaking about his book, Khan said that it is a reflection of late journalist Zamir Niazi’s work on the travails of press in Pakistan. “Niazi did the real work, I have just carried forward his research work,” he said.

The former president of PFUJ, Mazhar Abbas, shed light on the current role of the PFUJ. According to him, the union’s motives are not pure and have been affected by vested interests. He said that earlier the struggle of PFUJ was focused on journalists. “Now, PFUJ fights for media houses, not journalists,” he claimed. He said that the Pakistan Broadcasters Association (PBA) and the APNS could never be on the same page because of a clash of interest.

“Khan’s book has painted a perfect picture of the role of the journalists’ bodies for those who have not actually seen the era of real struggle,” said Abbas, hinting towards the era of military dictators Gen Ayub Khan and Gen Ziaul Haq. “However, the book does not provide a current picture of the unions’ role and research should be done in this regard, too.”

According to Federal Urdu University of Arts, Science and Technology (Fuuast) professor Dr Seemi Naghmana, Khan had summarised all the struggles for the freedom of press in precise fashion. “He has remained neutral while discussing their roles,” she said. Shaikh said that while the pen is mightier than the sword, the book narrates a different story. “Feudalists hijack the pen by hiring journalists, nourishing them and then controlling their entire discourse,” he said. “And this book gives a picture-perfect reflection of those who have fought against such feudalists.”

QUETTA: The Balochis­tan Joint Media Action Commit­tee (BJMAC) has condemned closure of different news TV channels by cable operators because of threats allegedly issued by the Baloch Students Organisation (BSO).

The committee in a meeting held here on Thursday urged the government and the Pakistan Electronic Media Regulatory Authority to play their role to solve the problem.

Cable operators in Quetta and various areas in the province stopped c of almost all news channels on Wednesday evening.

Speakers at the meeting said that if any organisation had any complaint it should approach the proper media forum to redress its grievances to resolve the problem amicably.

Editor-in-Chief of the Jang Group Mir Shakil-ur-Rahman has challenged the verdict given by the court of Gilgit-Baltistan (GB) filing an appeal against the ruling in the Chief Court of GB.

The Chief Court has also issued a formal notice to prosecution in this regard.It is hoped that the Chief Court of GB will dispense justice to the appellants.Meanwhile, Raja Shakeel Advocate said that the editor-in-chief of Jang Group was sentenced in absentia. Moreover, Muhammad Iqbal Advocate said that the ruling of the Anti-Terrorism Court was a sheer violation of the law.

The International Federation of Journalists (IFJ) and the Pakistan Federal Union of Journalists (PFUJ) strongly condemn the attacks on Digital Satellite News Gathering (DSNG) equipment of various television stations on Islamabad on Sunday, November 30.

A number of unidentified people threw small explosives described as crackers, targeting the DSNG of Dunya News, Dawn News and Abb Tak News channels after the conclusion of a political rally at Faizabad Interchange. The attack left five media workers injured.

The attack took place after the completion of coverage of the political rally organized by the Pakistan Tehreek-e-Insaf (PTI) party. The crackers were hauled at the parked DSNG vans from a motorcycle. According to reports, the crackers left an eight-inch wide and one inch deep crater at the site and damaged the TV vans.

DSNG engineer Ziaul Haq and cameraman Mohsin Ali of DawnNews, Nadir Hussain and Amir Ishfaq of Duniya News and Suleman Mubarik of Abb Takk News were injured in the incident who received treatment by Rescue 1122 medical staff on the spot.

The police have registered a case against unnamed attackers and are investigating what amounts of explosives were used.

The IFJ and the PFUJ demand immediate arrest of the culprits. The PFUJ is holding protest programs against the attack around the country.

The PFUJ said: “We condemn the incident and consider it an act of terrorism to threaten media to stop them showing truth. Such incidents cannot stop media men to perform their duties to show people the truth.”

Jane Worthington, the acting director of the IFJ Asia-Pacific said: “Attacks on television channels has become routine in political rallies in Pakistan; it is a cowardly act and becoming part of Pakistan’s culture of impunity. The IFJ condemns the attack and urge the government to ensure safety and security of journalists on the field.”

LAHORE: On the call of Pakistan Federal Union of Journalists (PFUJ) President Afzal Butt, various journalist bodies including Punjab Union of Journalists (PUJ), Council of Pakistan Press Clubs (CPPC) and Lahore Press Club (LPC) held a protest demonstration here on Monday against cracker attacks on digital satellite news gathering (DSNG) vehicles of private TV channels in Islamabad.

CPPC Convener Arshad Ansari said crackers attacks on DSNGs during event coverage showed poor security arrangements. PFUJ Vice President Mudassir Khan, PUJ President Waseem Farooq Shahid, senior journalist Deen Muhammad Dard, Pervez Altaf, Shadab Riaz, Ghulam Mujtaba Bajwa, Nasira Attique, Attiya Zaidi, Marwa Ansar Chaudhry, Hafiz Rizwanul Haq, Shabbir Hussain Toori and Comrade Zawwar Hussain address the protestors.

Protest demonstrations against crackers attacks were also held in Faisalabad and Gujranwala. In Gujranwala, the demonstration was led by Press Club President Tariq Munir Butt. Others who attended the demonstration were senior journalist Muhammad Akram Malik, Dr Umar Naseer, Mirza Iqbal, Raja Habib, Rana Ansar Shahzad, Ghulam Fareed Sandhu and others.

In Faisalabad, print and electronic media employees organised a protest rally from Press Club to Kutchery Bazaar, which culminated at Zila Council Chowk. News Cameramen Association General Secretary Nasir Malik, senior journalists Hassam Qazi Mian Munawar and Muhammad Shafiq addressed the rally.

Our Correspondent adds from Bahawalpur: On the call of the PFUJ, the Bahawalpur Union of Journalists members staged a demonstration against increasing attacks on journalists, particularly on cameramen of electronic media and DSNGs of various channels in Islamabad recently.

The protesters, led by PFUJ Vice-President Muhammad Ameen Abbasi, chanted slogans against the attacks at Chowk Fawara. Addressing the protesters, Ameen Abbasi said violence against media men and particularly against the country’s largest media group ‘Jang Group’ was not tolerable. He asked the government to take concrete steps for protection of journalists and media-related staffers.

KARACHI: Human rights activist and former federal minister for human rights Ansar Burney has termed the ruling against chief of Jang Group Mir Shakil-ur-Rahman and others awarded by Gilgit-Baltistan (GB) court ridiculous in the judicial history, says a press release issued on Monday.

Ansar Burney said that several questions were being emerged through filing of case against Geo by the murderers of humanity and through hurriedly announced ruling of the court while the GB court had no jurisdiction to hear this case.

He said that the magistrate of Gilgit-Baltistan areas had also declared Mir Shakil-ur-Rahman and others as proclaimed offenders in the same offence which had caused nothing but humiliation across the world.

He said that firstly the case could not be filed in anti-terrorism court and secondly the concerned court did not announce verdict against the petitioner and witness who were involved in killing of several people. He said that the so-called ruling of the court was contempt of justice.

Ansar Burney appealed to the prime minister to put an end to this ruling against chief of Jang Group and others by using his constitutional power. He asked the Gilgit-Baltistan government to purge their courts of such persons who are making courts a laughing stoke in the name of justice.

He said that the verdict of Gilgit-Baltistan court should be condemned which had become the cause of defamation of the nation and country across the world. He also demanded that investigation into this act should be carried out.
