ISLAMABAD—Pakistan Electronic Media Regulatory (PEMRA) on Monday issued notices to several news channels for ‘irresponsible coverage’ of the terrorist attack on Pakistan Stock Exchange in Karachi.

The regulator served notices on ARY, Geo, Express-News, DawnNews, BOL, Such, GNN, Abb Takk, Capital, GTV, Dunya News and Channel 24.

“Channels have been asked to respond within 7 days, failing which legal action under PEMRA law shall be initiated,” PEMRA said.

All four terrorists who stormed the building were killed. One sub-inspector and three security guards were martyred.

پاکستان میں میڈیا COVID-19سے رونما نئے اور سخت امتحان میں اپنی ذمہ داری نبھارہاہے۔ملک میں اس وبا کے پھوٹنے سےلے کر اب تک دو صحافی جاں بحق ہوئے اور کم از کم 38کا ٹیسٹ مثبت آیا۔

پاکستان پریس فاوٗنڈیشن (پی پی ایف) کی “میڈیا کی حفاظت اور آزادی صحافت پر رپورٹ2019-2020“آزادی صحافت کے عالمی دن 3مئی کو جاری  رپورٹ میں COVID-19سے پاکستانی میڈیا کے لیے پیدا شدہ تشویشناک صورتحال  کے جائزہ میں بتایا گیا ہے کہزیادہ تر میڈیا اداروں اور حکومت نے میڈیا کارکنان کے بچاوٗ کے لیے خاطر خواہ اقدامات نہیں کئے اور نہ ہی ذاتی تحفظ کے آلات پرسنل پروٹیکٹیو ایکوپمنٹ(پی پی ای) کا بر وقت بندوبست کیا گیا

رپورٹ میں پاکستان کی میڈیا تنظیموں پاکستان براڈکاسٹرز ایسوسیشن(پی بی اے)،آل پاکستان نیوز پیپرسوسائٹی(اے پی این ایس)اور کونسل آف پاکستان نیوز پیپرز ایڈیٹرز(سی پی این ای)سے درخواست کی  گئی کہ وہ میڈیا کارکنان  کی دوران کوریج کورونا وائرس اپنے بچاوٗ  کی تدابیر اختیار کریں اور اپنے تنظیموں کے ممبران کوان تدابیر پر عمل پیرا ہونے کی خود نگرانی کریں۔پی پی ایف  نےحکومت پر بھی زور دیا کہ وہ میڈیا کارکنان کی حفاظت کو یقینی بنائے۔

میڈیا کارکنان میں مثبت کیسوں کی بڑھتی ہوئی تعداد تشویشناک ہے جس سےظاہر ہوتا ہے کہ میڈیا کارکنان کے بچاوٗاور وائرس سے ان کی حفاظت کے لیے ضروری احتیاطی تدابیر اختیار نہیں کی گئیں۔اگرچہ اب تک کم از کم 38میڈیا کارکنان کے اس وبا سے متاثر ہونے کی تصدیق ہوئی ہے لیکن اصل تعداد بہت زیادہ ہوسکتی ہے کیونکہ ابھی بہت کم تعداد میں ٹیسٹ ہوئے ہیں۔

میڈیا کارکنان کوحفاظت کی فراہمی کے ساتھ کرونا وائرس نے میڈیا کے لیے نئے امتحانات کھڑے کیے،جیسے اس وبا کی رپورٹنگ کیسے کرنی ہے کہ صحیح اور درست خبریں فراہم ہو سکیں چونکہ سوشل میڈیا پر جعلی خبریں  اور من گھڑت افواہیں پھیلائی جارہی ہیں،وائرس پر درست اعدادوشماردینا اور حکومتی دعوئوں سے میڈیا کی درست رپورٹنگ کو چھپانے کا انسداد کرنا اور اس کے ساتھ وائرس کی وجہ سےجس نے تقریباَ پوری دنیا کو کسی نہ کسی صورت میں لاک ڈاوٗن کرنے پر مجبور کر دیا ہے،اس کے معاشی اور مالی نقصانات  کی تفصیل فراہم کرنا۔

پی پی ایٖف کی  رپورٹ میں حکومتی حلقوں کو تجویز دی گئی ہے کہ وہ ان حالات میں درست معلومات کی فراھمی کی ضرورت کو سمجھے،اظہاررائے کی آزادی کے حق کو مانے اور پیشہ ورانہ ذمہ داریوں کی انجام دہی کے دوران گرفتارکئے گئے صحافیوں کو رہا کرے۔

پاکستان میں،  جہاں آزادی صحافت کی تاریخ ناتواں رہی ہے، پی پی ایف کی رپورٹ میں سال2019-20کے دوران اظہار رائے کی آزادی پر بڑھتی بندشوں، آزادی صحافت اور صحافیوں کی حفاظت  سے منسلکعوامل پر مفصل روشنی ڈالی گئی ہے۔

جنوری 2019سے اپریل 2020کے دوران پاکستان میں صحافی بڑھتی ہوئی پابندیوں میں اپنی ذمہ داریا ں نبھاتے رہے اور پابندیاں عائد کرنےوالوں کا کوئی احتساب ہوتا نظر نہیں آیا۔میڈیا کی ساکھ متاثر کرنے کے لیے صحافیوں کو نشانہ بنانے سے لے کر میڈیا اداروں پر دباوٗ ڈالنے کے لیے معاشی بندھنوں  تک مختلف ہتھکنڈے آزمائے گئے۔

یہ سال میڈیا کے لیے سخت امتحانات لایا جب میڈیا COVID-19کی وبا کی کوریج کررہاہے۔دنیا کے دوسرے ممالک کی طرح پاکستانی میڈیا کو بھی ملک میں اس وبا کے پھیلاوٗ کی کوریج کے لیے نئے طریقے استعمال کرنے پڑے۔

صحافیوں کو اپنے کام کی وجہ سے مختلف مقامات پر غیض وغضب کاسامنا کرنا پڑا اور جسمانی تشدد کا نشانہ بنایا گیا،دو مختلف واقعات میں دو صحافی پیشہ ورانہ ذمہ داریاں نبھاتے ہوئے جاں بحق ہوئے۔رواں سال ایک اور واقعے میں ایک صحافی کو اغوا کرکے ڈرایا دھمکایاگیا۔ایک دوسرے موقعے پر ایک صحافی کے گھر پر چھاپہ ماراگیا اور مایہ ناز لکھاری محمد حنیف کی اردو کتاب چھاپنے والے ایک پبلشنگ ہاوٗس پر چھاپہ ماراگیا۔

جسمانی تشدد اور دھمکیوں کے ساتھ صحافیوں کو ذاتی طور پر اور آن لائن بھی خوفزدہ کیا گیا ۔یہ دھمکیاں اہم مناصب پر براجمان افراد کی جانب سے دی گئیں جس کی وجہ سے صحافیوں اور میڈیا اداروں پر دباوٗ بڑھا ۔ نتیجتا میڈیا گروپ خود ساختہ سینسر شپ پر چلے جاتے ہیں۔یہ دھمکیاں اور ہراسانی اب آن لائن سوشل میڈیا پلیٹ فارم تک پہنچ چکی ہیں جہاں پر میڈیا کے کردار کو نشانہ بنا یا جارہاہے۔ٹویٹر پر میڈیا کے خلاف اکثر اوقات ٹرینڈ چل رہے ہوتے ہیں۔

پی پی ایف کی رپورٹ کے مطابقکم سے کم پانچ صحافیوں کو گرفتار کیا گیا ۔میڈیا کے ہائی پروفائل کیس میں جنگ اور جیو میڈیا گروپ کے چیف ایڈیٹر میر شکیل الرحمان کو 12مارچ2020,کو گرفتار کیا گیا۔میر شکیل الرحمان کو قومی احتساب بیورو(نیب) کی جانب سے 34سال پہلے رہائشی پراپرٹی  کی خریداری میں مبینہبے ضابطگیوں کے الزام میں گرفتار کیا گیا،لیکن اس سے آزادی صحافت کے بارے میں سوال اٹھتے ہیں اور یہ ملک کے سب سے بڑے میڈیا گروپ کو دباوٗ میں لانے کا ایک ذریعہ نظر آتاہے۔مقامی اور بین الاقوامی درخواستوں کے باوجود شکیل الرحمان سلاخوں کے پیچھے ہیں۔

پی پی ایف کی رپورٹ مطابق صحافییوں کے لئے جو ان پرخطر حالات میں اپنے فرئض ذمہ داری کے ساتھ نبھارہے ہیں ۔برسر اقتدار پاکستان تحریک انصاف(پی ٹی آئی)کی حکومت کی سخت پالیسیوں اور مخالفانہ بیان بازی کی وجہ سے مزید مشکلات پیداکردی گئیں،اورانھوں نے 2019میں میڈیا کوریج کو غداری سے تشبیہہ دے دی۔باوجود اس کے کہ وزیر اعظم عمران خان پاکستان میں آزادی صحافت پر قدغنوں کو مذاق کہہ کر مسترد کرتے ہیں،حکومت کی پالیسیاں اور تجاویز جن میں میڈیا عدالتیں اور سوشل میڈیا کے قوانین شامل ہیں،اس موقف کو تقویت پہنچاتے ہیں  کہ میڈیا کی خودمختاری کو کنٹرول کیا جارہاہے۔

اس دوران پاکستان الیکٹرانک میڈیا ریگولیٹری اتھارٹی(پیمرا)کی جانب سے کئی بار میڈیا کے لیے ایسی“تجاویز” بھی پیش کیگئیں جس کا مقصد یہ طےکرناہے کہ میڈیا کیا رپورٹ کرسکتا ہے اور کیسی رپورٹنگ ناقابل قبول ہوگی۔اس دوران کئی ایسے مواقع  بھی آئے کہ ایسےٹی وی چینل یا ٹاک شو کی نشریات روک دی گئیں جس میں اپوزیشن پارٹیوں کے سیاستدان مثلاسابق صدر آصف علی زرداری اور پاکستان مسلم لیگ نواز(پی ایم ایل-ن)کی نائب صدر مریم نواز کےانٹرویو کئے جارہے تھے۔ 

پی پی ایف کی رپورٹ  کے مطابق جنوری 2019اور اپریل 2020کے دوران سوشل میڈیا کو کنٹرول کرنے کے لیے کئی ایسی تجاویز دی گئیں۔جس کے بعد سوشل میڈیا کمپنیوں نے پاکستا ن کو چھوڑنے کی دھمکیاں دیں اور آن لائن اظہار رائے کی آزادی کی ایک سنگین مثال بنی۔

ایسے ماحول میں جہاں پاکستان کےصحافی حکومتی اور دیگر سرکاری عہدیداروں  کے دبائوکا شکار ہیں اور اکثر اوقات اپنے کام کی وجہ سے زبانی اورجسمانی طور پر ہراساں کئے جاتے ہیں،اس طرح کےواقعات پاکستان میں آزادی صحافت اور صحافیوں کی حفاظت کا ایک تاریک پہلو پیش کرتے ہیں.

ISLAMABAD: Special Assistant to the Prime Minister (SAPM) on Information and Broadcasting Dr Firdous Ashiq Awan Monday sought the help of religious scholars in discouraging fake news and promoting journalism, based on Islamic principles of accuracy and verification.

Addressing a function in connection with role of religious scholars in reformation of the society, she said that fake and baseless news caused destruction of various societies. The government, she said, kept the interest of the State far superior than its own interests. “National interest was linked with national narrative which needed to be promoted and protected by all stakeholders including media,” she added. She said that there was a need to discourage fake news in larger national interest.

The SAPM said current age was the era of mass media and information technology and now wars were fought and won through media offensives instead of conventional armies. She said that the present government under the leadership of Prime Minister Imran Khan fully believed in the freedom of expression and empowering the media as an important pillar of the state and engaging it as a partner in journey towards prosperity.

She said that social media was a tool which could be used for promotion of national narrative but at the same time it could also be used for disrupting socio-economic values of the society.

She said that the news channels get advertisements on the basis of their ratings and for this purpose, some indulged in sensationalisation of issues. Stating that media industry witnessed great growth in the country, she said profit was right of every business owner but that has to be done by following rules and regulations.

She said out of total volume of advertisements, the public sector share was only 15 percent but when an employee of the media house was sacked the government was held responsible for this act of the management of any media house by stopping its advertisements which was totally a wrong notion.

Meanwhile, Dr Firdous Ashiq Awan Monday said Prime Minister Imran Khan is determined to check inflation and provide relief to the masses. In a series of tweets, she said fruits of practical steps towards that end have started reaching the masses. She said that according to the Consumer Price Index, the prices of food items have significantly come down.

پاکستان پریس فاوٗنڈیشن (پی پی ایف)نے پاکستان میں میڈیا کی آزادی اور حفاظت   کے فیلو شپ پروگرام کے لیے درخواستیں وصول کرنے کا اعلان کردیا۔

اس فیلو شپ پروگرام کا مقصد آزادی اظہار رائے کو فروغ دینا اور میڈیا کارکنان کو مدد فراہم کرناہے تاکہ وہ میڈیا کی آزادی اور صحافیوں کے تحفظ سے متعلق مسائل پر رپورٹس تیار کرسکیں ۔

اس فیلوشپ پروگرام میں دو ورک شاپس منعقد کی جائیں گی اور اس کے ساتھ ادارتی اور تکنیکی تعاون بھی دیا جائے گا تاکہ میڈیا کارکنان کی حفاظت پر ،اخلاقی ، قانونی ور پیشہ ورانہ صحافت کے بہتر ین معیار  کے مطابق رپور ٹس تیار کی جائیں۔منتخب افراد میں سے ہر فرد کو فیلوشپ پروگرام کے دوران چھ رپورٹس تیار کرنا ہوں  گی۔ان افراد کو زیادہ ترجیح دی جائے گی جو صحافیوں کو قتل یا زخمی کیے جانے کے مخصوص واقعات پر تفتیشی رپورٹنگ کریں۔

منتخب افراد کو سینیئر صحافیوں کی معاونت میں رکھا جائے گا جو اس فیلو شپ پروگرام کی مدت تک ان افراد کے ایڈیٹر کے فرائض انجام دیں گے۔

صحافی جو پرنٹ،ٹیلی ویژن،ریڈیو یا آن لائن میڈیا میں کم سے کم تین سال کا تجربہ رکھتے ہیں وہ اس پروگرام کے لیے درخواست دے سکتےہیں۔خواتین صحافیوں کی درخواست جمع کروانے کی حوصلہ افزائی کی جائے گی۔

بلوچستان،فاٹا،گلگت بلتستان اور آزاد کشمیر سے تعلق رکھنے والے صحافیوں کے لیےاہلیت کی بنا پر شرائط میں نرمی رکھی جاسکتی ہے۔

اس فیلوشپ پروگرام کی مدت تین ماہ ہے اور اس پروگرام میں منتخب افراد کو ساٹھ ہزار روپے(60,000)ادا کیے جائیں گے۔

Pakistan Press Foundation (PPF) has issued a call for applications for Fellowship program on
Media Safety and Impunity in Pakistan.

The fellowship program aims to promote freedom of expression by providing support to media professionals to produce stories related to issues on Media Safety and Impunity.

The fellowship programs will include two capacity building workshops as well as editorial and technical support to produce reports on safety of media practitioners that meet professional, ethical and legal best practices in journalism. Each selected fellow will have to produce up to six stories during this fellowship program. Preference will be given to fellows who will commit to investigating impunity for specific cases of journalists killed or injured.

Selected fellows will be paired with senior journalist who will act as fellowship editor during the period of fellowship program.

Journalists having minimum experience of three years working for print, television, radio and online media can apply for the fellowship program.

The criteria for journalists from Baluchistan, FATA, Gilgit-Baltistan and Azad Kashmir may be relaxed for otherwise qualified applicants. Female journalists are encouraged to apply.

The duration of the fellowship is three months and the amount for the fellowship is sixty thousand rupees.

ISLAMABAD: An additional district and sessions judge of Islamabad on Friday issued non-bailable warrants of arrest for TV anchorperson Mubashir Luqman in a criminal complaint filed against him by Anwar Aziz, father of ex-minister Daniyal Aziz, for allegedly using slanderous language.

The court also issued arrest warrants for Luqman’s guarantor Rehan Ishfaq as Luqman who was on pre-arrest bail in this matter remained absent in three consecutive court hearings.

Additional district and sessions judge Sikandar Khan was hearing a criminal complaint filed by Aziz against Luqman for allegedly using slanderous and contemptuous language.

In a broadcast, Luqman passed certain remarks against the personal life of Aziz in 2016.

In response, Aziz filed a criminal complaint against anchorperson seeking action against him under the Pakistan Penal Code.

Luqman was attending the court proceedings, however, since he remained absent for three consecutive dates, the judge issued arrest warrants for him as well as against his guarantor. The court issued the non-bailable arrest warrants for them through station house office (SHO) police station Kohsar.

The court put off further proceeding till Jan 22 and directed the Kohsar SHO to produce Luqman on the date. The court warned the SHO for legal proceeding if the warrants were not executed.

ISLAMABAD: A local court on Friday ordered registration of FIR against the production team of a television drama serial for alleged fraud and theft of valuables.

Additional district and sessions judge Abdul Ghafoor Kakar gave the order on the application filed by producer Nosheen Agha.

The case will be registered against actress Hina Altaf, actor Agha Ali, director production Sohail Iftikhar Khan, and production manager Gul Zaib Nawaz under sections of Pakistan Penal Code related to fraud for violating the contractual obligations and abandoning the television serial halfway.

According to the complaint filed by Nosheen Agha, she had paid Rs1.45 million to the actress, actor and production team for producing a television serial for Pakistan Television.

Agha’s written complaint states that under the contract she signed with the television actors and production team they were supposed to work for the television drama from Nov 3 to 23 as she had booked rooms for them in guest houses of sector F-6 and F-7.

However, on Nov16, Hina and Ali left the set without any prior notice and also took away Rs12 million which the complainant had paid as their remuneration for their work.

On Nov17, Sohail Iftikhar and Gul Zaib Nawaz also ran away along with drama script, contract agreement, video shoots and other valuable items.

Husnain Haider advocate, counsel for producer Nosheen Agha said that the Kohsar police SHO had refused to register the FIR against the production team.

Judge Kakar heard the arguments and observed that “perusal of allegations leveled by the petitioner in the application reveals that a cognizable offence is made out of those allegations. Under section 154 of CrPC the SHO is under statutory duty to register the case if a cognizable offence is made out of the contents of the information/application filed.”

Subsequently, the court accepted the petition and directed the SHO “to register FIR as per allegations of the petitioner and thereafter investigate the matter in accordance with the law.”

Actor Ali Agha reportedly had already denied the allegations and claimed that the producer had shared half truth.

“No one has left the shooting spell. There were at least more than 40 people on the set including the actors, DOPS, technical staff and other crew members who were not paid on time. Everyone gave her a favor and we all kept working till the situation got worsened,” he said.

The actress had also shared similar views saying: “Nothing of this sort has happened – and I have screenshots of my conversation with her which I can reveal to media when is needed.”

Media and human rights groups including IFEX members condemn Pakistan’s decision to prevent the entry of Steven Butler, who was scheduled to speak at a human rights conference

On 17 October the Committee to Protect Journalists (CPJ) Asia Program Coordinator Steven Butler was refused entry into Pakistan, despite having a valid visa. Butler was told by airport authorities in Lahore that his document was voided because his name was “on a stop list of the Interior Ministry.”

Butler was expected at the Asma Jahangir Conference, the largest annual gathering of human rights advocates in Pakistan. The conference is named in honour of the prominent activist who campaigned for women’s equality, due process, and the strengthening of democratic institutions. This year’s theme is the promotion of “a more tolerant and democratic South Asia.”

CPJ’s executive director Joel Simon described the decision by Pakistani authorities as “a slap in the face to those concerned about press freedom in the country.” He asked authorities to provide a full explanation of their decision to bar Butler and correct this error.

Owais Aslam Ali, secretary general of the Pakistan Press Foundation (PPF), pointed out the irony that Pakistani officials have in fact been quoting CPJ reports in recent months about the impact of the communications blackout and other media restrictions in India-occupied Kashmir. He echoed the warning of other media groups that the action by immigration authorities will damage the image of Pakistan as a country committed to respecting freedom of the press.

Brad Adams of Human Rights Watch (HRW) called Butler’s deportation “alarming” and urged the Pakistani government to “reverse the decision and take urgent steps towards providing an enabling environment for free expression.”

Butler himself points to the bigger issue: “It would be speculative for me to say why I was stopped. In any case, local journalists bear the brunt of the crackdown. It’s certainly getting worse for them.”

PESHAWAR: The satellite TV channels and FM radios continue to promote quackery despite directives by Pakistan Electronic Media Regulatory Authority (Pemra) not to air health-related advertisements without permission of the government.

Even some mainstream satellite Pashto channels air such programmes in which the unqualified doctors offer treatment for all ailments.

The homoeopaths have become radio jockeys for music and entertainment programme during which they take phone calls of people and advise them cure for diabetes, infertility, obesity, prostrate and other chronic sicknesses besides acting as salesmen to seek market for beauty products.

HCC asks Pemra to take action against such channels

The directives issued to all TV and radio channels on July 30 by Pemra have fallen on deaf ears as promotion of unqualified medical practitioners are in full swing. These channels and radios conduct interviews with unqualified doctors, mostly homoeopaths, who also take live calls from the listeners and advise them treatment. They also tell the addresses of their clinics.

The Pemra’s letter says that some satellite TV channels and FM radio stations are broadcasting advertisements pertaining to various healthcare services, some of which fall under quackery as they are not even registered with Khyber Pakhtunkhwa Health Care Commissions.

All Pemra licence holders are obliged to ensure that all advertisements are in conformity with the laws for the time being enforced under clause 14(1) of Electronic Media (Programmes and Advertisements) Code of Conduct, 2015.

A licence holder is also responsible, under clause 14(5) of the code, to ensure that no health-related advertisements are aired without permission of the federal or provincial governments.

The instructions by Pemra came in response to a complaint lodged by KP HCC on July 8 wherein it asked to check such illegal and unethical promotional tactics by the channels and radios to safeguard the people from health hazards.

The HCC was established under Khyber Pakhtunkhwa Health Care Commission Act 2015 to regulate health services in both private and public sectors. “It has also been mandated to make provisions for safe and high quality healthcare services to the people of the province,” said the HCC’s letter.

It is mandatory to provide a mechanism for banning quackery in all its forms and manifestations and to establish the writ of the government of Khyber Pakhtunkhwa.

“As per section 12 (2) of the law a private healthcare establishment shall not provide healthcare services without being registered,” it said.

According to it, as per section 2 (i) of the Act, healthcare establishment, means a hospital, diagnostic centre, blood bank, nursing home, maternity home, medical, dental, homeopathy, Tibb, acupuncture and physiotherapy clinic or any other premises or conveyance that is wholly or partly used for providing healthcare services in public and private sectors and is declared by the commission as a healthcare establishment.

The HCC has asked Pemra to issue directives to the respective channels to check their registration with the former before broadcasting them.

HCC chief executive officer Azaar Sardar told Dawn that it was the responsibility of Pemra to stop such illegal advertisements and ensure that they did not cause harm to people’s health.

“We will again remind the authority to take action because it is our duty to check unlawful practices,” he said.

On the concluding day of the two-day Fifth International Forum of Muslim Journalist and Bloggers, a draft Declaration was adopted that outlines the future prospects of such a useful interaction.

Besides the Declaration outlined ways and means to further strengthen these bonds among the participants and those who would participate in future events. The organizers expressed their willingness to hold these forums across the Islamic world. Almost all speakers at the 5th Forum noted the necessity for further close coordination between Russian and foreign Muslim journalists to counter the spread of false information.

In this regard, they called on the mass media to firmly adhere to the principles of journalistic ethics, carry out their professional duty honestly and impartially, which is in line with the provisions of the Global Charter of Ethics for Journalists, adopted in Tunisia in June 2019.

The 5th International Forum of Journalists and Bloggers was held on the 26-27 September, 2019 in St Petersburg. It was organized by the Group of Strategic Vision “Russia – Islamic World”.

The arrangements for organizing such a high-level interaction were excellent and all the participants expressed their gratitude to the organizers as well as the Russian Federation. The Forum was attended by more than 50 foreign and Russian journalists representing the world famous mass media, international experts in the field of information and high-ranking Russian and foreign officials.

Deputy Chairman of the Group of Strategic Vision “Russia – Islamic World”, Doctor of Political Science F.M. Mukhametshin made a speech at the opening of the plenary session “The Impact of the Media on Public Opinion and International Agenda”. The participants of the Forum warmly welcomed President of the Tatarstan Republic, Chairman of the Group of Strategic R.N. Minnikhanov and Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation I.M.-S. Umakhanov.

The Declaration said three thematic sessions were organized within the Forum: “Information-Psychological Wars and their Impact of Public Opinion”, ““Fake News”: Response and Counteraction Strategies” and “Freedom of Journalism in the Context of Human Rights and Information Security”, where both foreign and Russian participants took part, followed by a broad discussion of the most pressing media issues.

It said the Forum participants listened with great interest to the reports of Director of the UN Information Centre in Moscow V.V. Kuznetsov, the First Deputy Director General of TASS M.V. Kalmykov, Deputy Director of the Department of Information and Press of the Ministry for Foreign Affairs of the Russian Federation A.A. Kozhin, Special Coordinator of the Ministry for Foreign Affairs of the Russian Federation on the Political Use of Information and Communication Technologies E.V. Chernukhin.

The Forum participants noted that politicized actions in the West often lead to increase in tension and escalation of conflicts in different parts of our planet, resulting in deepening of split in the world on ethnic, confessional and other grounds. The Forum participants fully supported the ideas set forth in the article by Minister for Foreign Affairs of Russia S.V. Lavrov “World at a Crossroads and a System of International Relations for the Future”, published ahead of the 74th session of the United Nations General Assembly (the text of the article was distributed to the participants on the eve of the Forum), the Declaration said. The Forum participants highlighted the fact that Russia together with states of the Islamic world can make a significant contribution to the improvement of both political and spiritual situation in the world because their positions on topical international and regional issues are close or even the same, said the Declaration.

It added the Forum participants stated the importance of ensuring security in the field of information technologies and developing the legal and regulatory framework in this area. Besides, there was noted the increasing need for verification of the information disseminated, taking into account significant growth in the number of so-called “fake news” in the world, which in some cases directly threatens the national security of sovereign states and the stability of the world as a whole.

The Forum participants advocated the need to develop a complex programme for prevention and identification of extremist and radical ideas in information space (mass media, blogging, social networks), as well as the rules of Internet use. There was made a decision to continue the practice of organizing annual media forums, as well as holding separate regional and country events on this issue, the Declaration concluded.
